Broken: Street stop text
Probably some exec typed up instruction to paint a white line at the end of the street at the stop sign and to paint a big TSOP on the ground.
Simple typo and people were being wise-guys by following exactly what the instructions said.
This reminds me of the time we had SOTP painted on the road at my university. I couldn't believe it at first, but my friend documented it (http://www.deviantart.com/deviation/27566055/). They have since repainted, but you can still see through to the original letters.
This is not necessarily broken.
I've seen this done before intentionally, as a way of making people see it. I'm sure you see the "SCHOOL" markings on the road all the time and for the most part your brain just ignores it. When it's intentionally misspelled as "SHCOOL", you notice it rather than ignore it.
So, it's possible it may have just been an ignorant mistake, but it's much more likely to be an intentional mistake.
Breakage or Photoshoppery.
Maybe this site doesn't cater to people who remember the 70's but "TSOP" was the name of a big disco hit.

On reflection, I think muldster may be onto something.
It's kind of like how Windows has tons of error messages and seemingly idiotic warning messages, so that you never forget you're using a computer.
Broken.
WOW! How could someone not notice a mistake like that? Reminds me of the time the speed limit was 255 (actually, it was 25, but someone erased the first one and wrote a second one, but the erasing was not very successful)

Right. Because all the sawhorses blocking the road might completely escape my attention..
I would believe it. Worcester Polytechnic Institute in Worcester, MA had SOTP painted on one of the driveways while I was a student there.
