Broken: Windows error

The screenshot was taken on Windows 2000 Professional while trying to free up some disk space. Apparently, file deletion requires the use of some kind of disk cache, which, of course, may be unavailable if your disk is full.

This message struck me as a great example of why Microsoft's filesystem code is particularly broken.

actually, when you empty recycle bin the file is not deleted, the os just thinks it is ok to write over it.

Yes you are correct. when you empty the recycle bin the OS just erases the files adress so it is no longer existent. So if you uninstalled a game than you installed a new file it would write over your game than if you wanted to restore your system you would run into errors with your game
