Broken: Parking meter installation

I took this photo on Saturday 12th July 2003 in Vancouver. There is a newly installed street sign and parking meter placed smack in the middle of a driveway to a parking lot. No one is going to be using that entrance again.
In the August 05, 2003 Broken: Parking meter installation. I notied that the sign installed is a No Parking sign right next to parking meter. If you look closely at the sign you can see the the red slash through the P.
The No Parking sign probably is for certain times of day. The smudgy text below the pictograph looks more like times of day than "ANY TIME". So it's okay to park there and use the meters at certain times of day.
it still looks a little precarious to get a car in / out of the driveway, regardless of whether there's a car parked on the road or not.
