I've actually been at this station. It's actually to opposite of "broken", given that there are several exits, each leading to a different location. I found the signage in the "Tube" to be relatively clear and informational, and given the complexity of the London train system, a lot better than I've seen in some other cities.
I am in agreeince with Saeed, there are a couple of stations like this but each sign points to an exit, and they usually describe each exit so you have a rough idea where you come out.
This helps a lot if you are looking for something or at busy times when you can plan yuor exit strategy accordingly.
I think this sort of sign (in the US at least) would not have the two exit arrows pointing toward each other like the scarecrow in The Wizard of OZ crossing his arms and would look more like . Possibly with a description of each exit under the arrows. I agree that it is (and is not) broken.
Perhaps they're not providing directions but, rather, providing commentary. "That's way out, man!" "Hey, so's that!" "And this, dude, this is waaaayyyy oouuutt..."
